Twelve Years of Female Presidency, the Finnish Experience

In January 2000 Finnish political life was in a strong turbulence. People were preparing to elect a new president to the Nordic republic. According to the Constitution of Finland, a president must be chosen through direct elections. If any of the candidates do not received over half of the given votes during the first election round, a second round must be organized two weeks after the first one. Those two candidates who get the most votes during the first round, participate in the final fight.

The presidential elections in 2000 were exceptionally exciting because the Gallup polls promised a quite equal support to the remaining two candidates. Against the expectations the female candidate, lawyer and Minister of Foreign Affairs, Tarja Halonen, lead with 52 % according to the last poll. The position of the male candidate, former Prime Minister Esko Aho, was suddenly in doubt. His supporters from rural communities and right wing circles were astonished and in disbelief. Could it really be possible that a 57 years old woman – originally from a working class family in Helsinki, a former chairwoman of the society for sexual equality, a person who was not a member of the Lutheran Church, and who lived in cohabitation without marriage – will be elected as a president? Electoral activity was unprecedented, 80.2 % of Finns used their right of vote.

When the second round was over, Finns realized that they really had got their first female president: Halonen got 51.6 % of the votes – it was only 100.000 votes more than Esko Aho got. Needless to say that it was a historical event, and at least a half of the Finns received the announcement with great delight. After the independence declaration in 1917, Finland has had 11 presidents. Six of them have been lawyers, and all of the previous 10 male presidents were born in some other Finnish places than Helsinki.

Why was Halonen elected? We can find at least six reasons: 1) She was (and still is) a professional politician. She was elected as a member of Finnish Parliament already in 1979, Social Minister in 1987, Minister of Justice in 1990, and Minister of Foreign Affairs in 1995. 2) She represented the biggest party of that time, the Social Democratic Party, where women’s political activity has been very visible since the end of 19th century. 3) Halonen had a long experience of work in different domestic and foreign civic societies. 4) Female voters across the party borders were very active in the elections and manifested pro Halonen. Moreover, 5) already in the previous presidential election in 1994, there was a strong female candidate, Elisabeth Rehn, who made the first holes in the glass ceiling of women in Finnish party politics. Finally, 6) she was ambitious and active in many social and political fields, not only in women’s issues.

Today Finns will say goodbye to Halonen and return under the command of male president, a 63 years old lawyer and former chairman of the Finnish Parliament Sauli Niinistö, who will start his term on March 1, 2012. In this situation it is too early to consider, what kind of feelings Finns have now, after the twelve years of female presidency, but we could make some common notes. During the first six years, Halonen was very popular among Finns. She was modest, casually dressed and, sort to say, close to the ordinary people. Moreover, she often addressed social and equality problems and international issues in her speeches. In 2003 – for instance – the leading Finnish women’s magazines selected her as the most important role model for girls and women.

However, it seems that the elections of a new president in 2006, changed the position of Halonen. Surely she expected to be re-elected for the second term already in the first round, but the number of votes was a disappointment. Halonen had to test her popularity again in the second round. In the end she beat the right wing politician Sauli Niinistö by 51.8 %. During her campaign, like in 2000, women played an important role. After the elections, however, Halonen has not brought up women’s issues very visibly, and – it seems to me – women have been a little bit disappointed in Halonen during the second six period. The other problematic situation during these twelve years was linked to the president’s prerogatives. Exactly at the same time when Halonen got the presidency for the first time (March 1, 2000), the prerogatives were reduced. After that a lot of talk has occurred about this issue in Finland, and Halonen has tried to keep a firm grip on the remaining powers of the president.

All in all, it’s clear that now, after the twelve years, Halonen will receive both critique and ‒ of course ‒praises from the Finnish people. The final campaign for the historical place of Halonen in the Gallery of the Finnish National Presidents has been launched.


Kaksitoista vuotta naispresidenttiyttä

Tammikuussa 2000 osallistuin ulkoministeri Tarja Halosen presidenttikampanjan erääseen tukitilaisuuteen Helsingin Fredrikinkadulla ystäväni Elina Pohjan ja hänen tyttäriensä kanssa: väkeä oli hurjasti, pääosin he olivat naisia lukuisista eri järjestöistä ja puolueista. Tunnelma oli katossa, soitto soi ja meitä kaikkia nauratti niin iloisia me olimme. Viimeisimmät gallupit olivat nimittäin luvanneet kerrassaan 52 %:n kannatuksen Haloselle. Ilmassa oli suuren poliittisen tilaisuuden tuntua ja tunsimme olevamme todistamassa todellista muutosta. Olimme silminnäkijöitä ja kokijoita, kun onnellinen Halonen saapui tilaisuuteen voittajan elkein, ja yleisö räjähti taputtamaan ja hurraamaan. Meistä tuntui kerrassaan suurelta elää ajan kuumimmalla hermolla.

Ja niin vain kävi, että Halonen päihitti 100.000 äänellä entisen pääministerin Esko Ahon, ja demari-Halosesta tuli koko kansan presidentti, ”meidän Tarja”. Historian lehti oli kääntynyt sekä suomalaisten naisten poliittisten taistojen tiellä että kansakunnan tasa-arvopolitiikassa.
Se, miksi juuri Halonen nousi edustavien ja koulutettujen naispolitiikkojen loistavimmaksi tähdeksi, johtuu monista tekijöistä: 1) Hän tuli ensinnäkin sopivan suuresta Sdp:stä, jossa naisten poliittinen toiminta alkoi näyttävästi jo 1800-luvun lopussa. Sitkeiden naisten esikuvien ketju oli todella pitkä. 2) Halonen oli ammattipoliitikko vankalla ay-, eduskunta- ja ministerikokemuksella, 3) hänellä oli sopiva työläistausta ja 4) kansalaisjärjestökokemus sekä 5) sopiva lakimiehen ammatti. 6) Lisäksi hän oli hyvin päämäärätietoinen ja kunnianhimoinen, ja 7) hänellä oli helsinkiläisenä hyvät verkostot vallan keskuksen poliittisessa maailmassa. 8) Sitä paitsi, hän oli sopivan ikäinen presidentin edustavaan virkaan, 57-vuotias. 9) Menestymisen eduksi on myös arvioitava se, ettei hänen osaamisalueensa ollut keskittynyt yksinomaan naiskysymyksiin, vaan häntä saattoi luennehtia yleispoliitikoksi. 10) Poliitikko-naisten lasikattoon ehti Elisabeth Rehn tehdä  vuoden1994 vaaleissa jo murtuman, mistä Halosen oli helpompi jatkaa. 

Nyt kun 12 vuotta on kulunut umpeen, on aika arvioida presidentti Halosen työtä kokonaisuutena. Ennen syvällisempiä analyysejä voisi todeta, että hänen ensimmäinen kautensa 20002006 oli luonteeltaan hyvin toisenlainen kuin nyt päättyvä kausi. Ensimmäisellä kaudella Halosen suosio oli kansan keskuudessa erinomaisen suuri. Valinnan historiallisuus nosti jo sinänsä hänet hyvin arvostetuksi. Arkinen pukeutuminen lippalakkeineen ja kansanomainen elämäntapa ilman poliittisen eliitin herraskaisia elkeitä lisäsi kansalaisten samaistumista häneen. Mielipidemittauksissa hänen suosionsa pysyi korkealla vuosia. Eipä ihme, että naistenlehdet valitsivat hänet vuoden roolimalliksi 2003.

Halosen toinen kausi oli profiililtaan himmeämpi. Ehkä kova vaalikamppailu 2006 väsähdytti toimeliaan presidentin, ehkä purapuheet edustamisoikeudesta, virkanimityksistä ja viimeisistäkin valtaoikeuksista turhauttivat ja ärsyttivät häntä. Toiseen kauteen mahtui myös taloudellinenkin lamakausi, mikä eriarvoisti kansaa. Voimistuva ajatus siitä, että yhteiskunnassa ollaan menossa paremman sijasta huonompaa suuntaan heijastui näin ehkä myös presidentin asemaan.

Vaikka kansalainen Tarja Halonen muuttaa pois Mäntyniemestä ja totuttelee melkein tavallisen kuolevaisen arkeen, ei presidentti Halosen taistelu ei ole vielä päättynyt. Sillä  vasta nyt me tutkijat, politiikan toimittajat ja muut asian harrastajat lähdemme arvioimaan hänen todellista asemaansa kansallisessa, ja perin miehisessä, presidentti-galleriassamme. Samalla tulee arvioiduksi se, mitä hän sai kaudellaan aikaan ja mitä ei. Taisto historian paikasta alkoi hänen kohdaltaan sinä hetkenä kun kokoomuspoliitikko Sauli Niinistö valittiin 5.2.2012 tasavallan uudeksi presidentiksi.

Europarlamenttiin lähtee vuoden 2012 alussa Ville Itälän tilalle Petri Sarvamaa (kok), joka juonsi YLE TV1 A-studion 31.1.2007 lähetystä: siinä oli mielikuvamanipulointi, jossa ruotsin kielen opiskelun vapaaehtoisuuden perustelut sensuroitiin ohjelmasta pois. Toimittaja oli Pasi Peiponen. Eli europarlamenttiin lähtee Suomesta sensuuria harrastava toimittaja.
